Also do most pet stores know when they are selling sick or deformed birds or is it something they miss at times?

Depends on what they have. Also how good pet store owners are.
Some treat, if it’s cure-able. But if the cure is more expenisive than the birds worth, most will people may put it to sleep. 
Hopefully, they’ll care enough to help the poor living thing.
